关于促进市艺术剧院深化改革、走出困境有关问题的汇报

line-height: 27px; font-size: 18px; background-color: white;">&nbsp;<wbr>&nbsp;<wbr>&nbsp;<wbr>&nbsp;文件出台后,剧院按照公司化的要求,迅速拟定了公司章程,起草了各项公司制度,成立了董事会、监事会等相关机构,确定了董事长、总经理等人选,并在工商部门完成了登记注册。2012年初,xx市艺术剧院有限公司正式挂牌营业。在改制尚未完全到位的情况下,剧院实行一套班子、两块牌子,既能确保完成事业单位的各项职责,也为走向市场、直面竞争做好了准备。</font></p><p style="margin-bottom: 5px; background-color: white;">&nbsp;<wbr>&nbsp;<wbr>&nbsp;<wbr>&nbsp;近两年来,剧院在内部运行机制的改革上始终没有停步。特别是今年以来,剧院打破原事业单位的内部机构设置,适应市场需求,全新成立了市场营销中心、策划中心、培训中心、歌舞团、乐团等八个团队,显示了很强的市场针对性。在此基础上,剧院打破铁饭碗,破除平均主义,大力推行人事、分配、效能等配套改革,显示了全面走向市场的决心和勇气。</font></p><p style="margin-bottom: 5px; color: rgb(50, 62, 50); font-family: 'Microsoft YaHei', 'Helvetica Neue', SimSun;"><font style="word-wrap: normal; word-break: normal; line-height: 27px; font-size: 18px; background-color: white;">&nbsp;<wbr>&nbsp;<wbr>&nbsp;<wbr>&nbsp;截止目前,尽管剧院做了很多工作,努力推进改制,但由于人员安置等重要环节无法推进,导致剧院转制至今难以完全到位。</font></p><p style="margin-bottom: 5px; line-height: 27px; font-size: 18px; background-color: white;"><b>&nbsp;<wbr>&nbsp;<wbr>&nbsp;<wbr>&nbsp;2</b><b>、职工抵触情绪严重,维稳压力大。</b>剧院目前有在职职工120多人,其中在编60多人,聘用30多人,委培刚毕业的学生20多人,群体特征多样,利益诉求多元,不同矛盾多发。由于多数职工感到自身利益在改制中将受到损害,因而形成了较大的不稳定因素。</font></p><p style="margin-bottom: 5px;
