新常态下为官当有“七种意识”

<p style="min-height: 1em; font-size: 15px; line-height: 24px; font-family: 'Helvetica Neue', Helvetica, 'Hiragino Sans GB', 'Microsoft YaHei', Î￠èíÑÅoú, Arial, sans-serif; max-width: 100%; white-space: pre-wrap; color: rgb(62, 62, 62); clear: both; box-sizing: border-box !important;"> <strong style="max-width: 100%; box-sizing: border-box !important;"><span style="max-width: 100%; color: rgb(227, 108, 9); box-sizing: border-box !important;">第一，当官就不要发财，发财就不要当官。</span></strong>习近平同志在福建任职时曾讲过：“熊掌和鱼不可兼得，从政就不要想发财。你既要从政，又要发财，就只能去当让人指脊梁骨的贪官、赃官，既名声不好，又胆战心惊，总怕被人捉住，最后落个不好的下场。”这些话把为官和发财的关系揭示得非常到位。大量事实证明，权力一旦与金钱联姻，就会被金钱绑架，走上不归路。任何一个为官者，都不要想着法子“捞钱”“淘金”，从一开始就要横下一条心，彻底打消以权谋私、升官发财的思想，正如当年黄埔军校的一副对联中说的那样：“升官发财请往他处”。不彻底打消发财这个念头，做官迟早要出事。从政者清清白白、干干净净地做官，经商者规规矩矩、勤勤勉勉地赚钱，两者不能搅和在一起，这才是正道。</p>

<p style="min-height: 1em; font-size: 15px; line-height: 24px; font-family: 'Helvetica Neue', Helvetica, 'Hiragino Sans GB', 'Microsoft YaHei', Î￠èíÑÅoú, Arial, sans-serif; max-width: 100%; white-space: pre-wrap; color: rgb(62, 62, 62); clear: both; box-sizing: border-box !important;"> <strong style="max-width: 100%; box-sizing: border-box !important;"><span style="max-width: 100%; color: rgb(227, 108, 9); box-sizing: border-box !important;">第二，要立志做大事，而不是立志做大官。</span></strong>革命先驱孙中山先生曾对青年学生们说：“古今人物之名望的高大，不是在他所做的官大，是在他所做的事业成功。如果一件事业能够成功，便能够享大名。所以我劝诸君立志，是要做大事，不可要做大官。”他还对“大事”下了一个定义：“无论哪一件事，只要从头至尾彻底做成功，便是大事。”1977年，邓小平同志复出时也曾说过一句意味深长的话：“我这次出来工作，不是为做官，是为了做事。”从政就是要有这个样子，就是要为了做事。现在不少人“官本位”意识仍然很强，做事就是为了做官、做更大的官，做人也是一门心思“步步高升”。于是急功近利、心浮气躁者有之；揽功诿过、表里不一者有之；看领导眼色行事、不看群众脸色办事者有之，等等。做大事不为做大官，是为官者应该有的角色定位，把握住了，也就会做官知足、做事不知足，也就不会因为“升不上去”了而心理失衡、因为所谓“天花板现象”而自暴自弃。</p>

<p style="min-height: 1em; font-size: 15px; line-height: 24px; font-family: 'Helvetica Neue', Helvetica, 'Hiragino Sans GB', 'Microsoft YaHei', Î￠èíÑÅoú, Arial, sans-serif; max-width: 100%; white-space: pre-wrap; color: rgb(62, 62, 62); clear: both; box-sizing: border-box !important;"> <strong style="max-width: 100%; box-sizing: border-box !important;"><span style="max-width: 100%; color: rgb(227, 108, 9); box-sizing: border-box !important;">第四，要靠组织靠群众，而不是靠单打独斗。</span></strong>组织去哪儿了？群众在哪里？一段时间以来在一些干部那里变得有些模糊不清，甚至丢到脑后了。不少人信奉“个人奋斗”，自以为是地单打独斗，加上一些不合理的选人用人现象，使得一些人或多或少地产生错觉，认为成功都是自己努力的结果，于是把掌声和鲜花都献给了自己，根本看不到组织的培养，看不到群众的支持，连一句感谢组织和群众的话都没有，个人英雄主义极度膨胀，最后发展到不信群众，也不听组织召唤。做官靠谁？一靠个人努力，二靠组织培养。两者不可或缺，不可偏废。当前特别需要强调的是，做官靠组织、靠群众才靠谱。任何时候都要明白，组织是我们的主心骨，群众是我们的靠山。</p>
