box-sizing: border-box !important;">17:00</span>时，将调查问卷密封后，投入省委巡视组设在厅机关大楼<span lang="EN-US" style="max-width: 100%; box-sizing: border-box !important;">1001</span>房间的投票箱内，非驻济单位的同志可在谈话时上交。票箱钥匙由巡视组同志保管，问卷调查表由巡视组收回并汇总。需要谈话的干部，请根据谈话提纲，认真做好准备工作。 </span></strong></p></section><p></p> 总的来说，榆林市委能够认真贯彻党的十八大精神和习近平总书记关于从严治党的要求，不断加大惩治不廉洁力度，自觉执行中央八项规定精神，努力加强干部队伍作风建设，不断提高民主决策和干部选拔任用工作的科学水平，党风廉政建设取得了明显的成效。巡视中发现的主要问题是，党风廉政建设责任制落实不到位，主体责任落实层层递减，监督责任落实有待加强。一些部门、县区落实党风廉政建设主体责任意识不强，研究和推动党风廉政建设的具体措施和办法不多，市直部门纪检组作用发挥不充分，普遍存在“上热下凉”的现象。
重点领域和关键环节不按法规办事，部分财政资金建设的工程项目违规转让土地，设计规划管控不严，房地产开发领域监管不到位；工程管理不规范，大额专项资金管控不严，工程建设项目存在违反招标法行为。一些重要部门关键岗位、基层干部贪腐问题时有发生，党的十八大以来有34名干部因违反八项规定受到处理。执行中央八项规定精神和作风建设方面存在有不深入的问题。
一些部门、县区在落实中央八项规定精神上还不自觉、不坚决，打折扣搞变通，顶风违纪的现象时有发生。党的十八大后，一些单位还存在私设小金库、违规发放津补贴的问题；个别领导干部办理婚丧事宜违规收受礼金。“四风”问题还不同程度存在，会议多、文件多、深入基层调查研究少，部分干部责任意识和担当精神欠缺，怕出事、不干事、怕担责、不负责，自我要求只求过得去、不求过得硬，作风建设有待加强。
在干部选拔任用方面，超职数配备干部数量较大，全市共超配3657人，其中市管县级干部314人、县区干部3064人、市直部门279人。对消化超配干部工作，一些部门、县区重视不够，等待观望，整改消化进度较慢。市、县区均存在领导干部在各种协会任职超过任期或任职年龄等情况。
要进一步夯实党风廉政建设的“两个责任”；进一步提升贯彻落实中央八项规定精神和作风建设的水平；要进一步强化贯彻落实《党政领导干部选拔任用工作条例》的自觉性。要进一步加强对土地、资源、资金审批及大型工程项目的监督管理。榆林市委要高度重视专项巡视反馈意见，按照省委书记赵正永在听取巡视工作汇报时的讲话精神和省委巡视工作领导小组要求，认真研究制定整改方案，抓好整改落实。同时，涉及领导干部的问题线索，巡视组已按相关规定移交纪检监察和组织部门处理。
这次巡视，是对我老秘网市党风廉政建设和反不廉洁工作的一次全面检验，是对全市党员干部的一次重要“政治体检”，我们一定要把思想和行动统一到巡视反馈意见上来，把抓好巡视整改作为从严管党治党的新起点，从严从快抓好整改任务落实。
要严明党的政治纪律，坚决向中央基准看齐；
要落实全面从严治党责任，坚定不移惩治不廉洁；
要驰而不息纠正“四风”，持续从严正风肃纪；
要从严把好选人用人关，营造良好政治生态。
市委对整改工作承担主体责任、负总责，会后将召开常委会议，认领问题，总结教训，举一反三研究制定整改方案，逐项细化整改措施，雷厉风行抓好整改，以实实在在的整改成效让省委放心、让群众满意，以实际行动把这次巡视成果转化为全市党风廉政建设和反不廉洁斗争的新成效，推动全市经济社会发展和党的建设各项工作迈上新台阶。
要坚持政治定位不动摇，聚焦坚持党的领导、全面从严治党，保持政治巡视战略定力，深化政治巡视战略定位，发挥政治巡视战略作用，真正把政治标准体现出来、把政治偏差找出来。
要坚持突出重点不放松，盯住党委（党组）不放，聚焦党内政治生活，突出“关键少数”，营造和维护良好政治生态。
要坚持改革创新不停步，用改革的精神、创新的思想、发展的办法解决巡视巡察工作中存在的问题。
要坚持问题导向不偏移，强化“失职、渎职”观念，提升监督质量，依纪依规监督，确保巡视巡察工作经得起历史和实践检验。
