color: inherit; box-sizing: border-box !important;">西安是周、秦、汉、唐等十三个朝代建都之地，是我国西北的第一大城市，也是通甘新、入宁青、进西南的重要通道。解放以前，西安政治黑暗、生产凋敝、民不聊生，备受战乱摧残。为了反对压迫、独裁和内战，争取自由和解放，在中国共产党领导下，无数革命烈士、革命先辈前赴后继、赴汤蹈火，进行了不屈不挠的斗争。辽沈、淮海、平津三大战役胜利后，中央召开七届二中全会，毛泽东同志提出了促进革命迅速取得全国胜利的方针。根据毛泽东、朱德同志的命令，第一野战军在春季攻势解放渭北广大地区的基础上，决定发起陕中战役，进军西安。5月20日，抢渡渭河、挺进西安，在党的地下组织配合和铁路工人的帮助下，不到一天就顺利解放了西安城，至30日解放了西安全境。</span></p><p style="margin-right: 16px; box-sizing: border-box !important;">西安的解放，是西北解放战争的一个重要转折。</strong><span mpa-is-content="t" style="max-width: 100%; color: inherit; box-sizing: border-box !important;">解放后的西安，从国民党封锁进攻陕甘宁边区的前沿，成为支援西北人民解放战争的基地。针对国民党马步芳、马鸿逵集团纠集十一个师配合胡宗南集团向我进行反扑的严峻形势，彭德怀、贺龙、习仲勋等在第一野战军前委会议上确定了“钳马打胡”的方针。立足于西安，第一野战军在眉县、咸阳、礼泉地区给胡宗南部一六五师和青海马继援部以惨重打击，粉碎了胡、马反扑西安的图谋，继而又胜利发动了扶眉战役，为解放大西北和大西南奠定了基础。</span><span mpa-is-content="t" style="max-width: 100%; color: inherit; box-sizing: border-box !important;">新中国成立之初，西安一穷二白、百废待兴，仅有几十家小规模的工厂和千余家手工作坊，全市生产总值、工业总产值、财政收入分别只有1.89亿元、1.1亿元、0.04亿元。“一五”期间国家在西安市布局17个重点建设项目，奠定了西安市作为我国新兴工业城、科研和高等教育基地的基础。改革开放以来，西安市坚持以经济建设为中心，抓住西部大开发等历史机遇，改革创新、锐意进取，经济发展步入“快车道”。今天的西安，自贸试验区、全面创新改革试验区等加快建设，215家世界500强企业投资或设立机构，电子信息、航空航天、新能源、新材料、现代医药等产业集群不断壮大，去年生产总值达到8300多亿元、工业增加值达到1800多亿元、进出口总值突破3000亿元、新增市场主体100多万户、财政总收入达1400多亿元，贡献了全省三分之一的经济总量。</span></p><p style="margin-right: 16px; color: inherit; box-sizing: border-box !important;"><strong style="max-width: 100%; box-sizing: border-box !important;">70年来一路走来，西安城乡面貌发生了巨大变化。</strong>解放初期，西安基础设施建设落后，城市面貌千疮百孔。经过70年的建设，西安市区建成区面积从13平方公里扩大到683平方公里，增长52倍，西咸、富阎一体化进程持续加快，“多轴线、多中心、多组团”的城市发展格局全面推进，全市常住人口突破1000万、城镇化率达到74.01%，高楼大厦鳞次栉比。城市道路总长度达到4399公里，地铁总通车里程126公里，西安北站成为中国西部高铁动车组列车停靠最多的车站，西安咸阳国际机场旅客吞吐量居全国第七，中欧班列长安号去年开行1235列，重载率、货运量、实际开行量全国领先。开放门户作用持续放大，成功举办世界园艺博览会、丝绸之路国际博览会、欧亚经济论坛等，综合服务、产业聚集、科技创新、国际交往等功能更加强化，国家中心城市的影响力和美誉度不断提升。</span></p><p style="margin-right: 16px; color: inherit; box-sizing: border-box !important;"><strong style="max-width: 100%; box-sizing: border-box !important;">70年来一路走来，西安人民生活得到了极大改善。</strong>解放前，西安人民饱受压迫之苦、战乱之祸，衣不蔽体、食不果腹是普遍现象。新中国成立之初，西安农民年人均收入只有45.56元。70年来，西安人民和全省人民一道，告别饥饿、走过温饱、正在阔步迈向全面小康。去年，全市城乡居民人均收入分别达到38729元、13477元，居民消费从“吃穿用”等基本生活消费向美好生活需要的高层次消费转变，越来越多的现代化产品进入寻常百姓家。历经多轮扶贫攻坚特别是精准脱贫攻坚战打响以来，全市农村贫困人口大幅减少，贫困发生率降至0.23％，延续几千年的绝对贫困问题即将得到历史性解决。生态环境和人居环境持续改善，各类社会事业快速发展，幼有所育、学有所教、劳有所得、病有所医、老有所养、住有所居、弱有所扶不断取得新进展，人民群众的获得感、幸福感、安全感更加充实、更有保障、更可持续。</span></p><p style="margin-right: 16px;
