box-sizing: border-box !important;">十九大报告提出的新时代党的建设要求可归结为</span>“六个一”：一个基本原则，就是坚持和加强党的全面领导；一个指导方向，就是坚持党要管党，全面从严治党；一条工作主线，就是加强党的长期执政能力、先进性和纯洁性建设；一个基本目标，就是把党建设成为始终走在时代前列、人民衷心拥护、勇于自我革新，经得起各种风浪考验、朝气蓬勃的马克思主义执政党；一个总体布局，就是以党的政治建设、思想建设、组织建设、作风建设、纪律建设、把制度建设贯穿其中，深入推进反腐败斗争；一个基本要求，就是提高党建工作质量。同时准确把握“三变三不变”是正确认识国企职责使命、科学谋划国企党建工作的重要前提。</span></p><p style="max-width: 100%; box-sizing: border-box !important;">新时代开启新征程，新征程有新任务，必须要正确认识国有企业的新职责和新使命，当好</span>“主力军”“突击队”和“践行者”。</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">我们党务工作者在工作中最常遇到的三个</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">“老大难”问题，一是党建工作和生产经营业务融合的问题；</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">二是怎样做好思想政治工作的问题；</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">三是如何抓好企业文化建设的问题。</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">这些年，我们花了大量精力，也想了很多办法，但效果仍然不是很理想，究其原因就是没有找到切入点、结合点和突破口，导致党建工作多少有点游离在“边缘”的味道。</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">习总书记谈到党建工作时，曾连发“三问”：</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">是不是各级党委都做到了聚精会神抓党建？</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">是不是各级党委书记都成为了从严治党的书记？</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">是不是各级党委成员都履行了分管领域从严治党责任？</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">当前，党建工作已进入了以全面、从严、从实为鲜明特点的新常态，对各级党组织书记的素养、作风和能力等方面，都提出了新的更高的要求。</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">党委书记作为本企业管党治党的“第一责任人”，要想方设法种好自己的“责任田”。</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">一是要善于从《党委会的工作方法》中汲取营养。</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">习总书记要求各级党委领导要重温毛泽东同志的《党委会的工作方法》，从中学习实事求是、调查研究，正确区分和处理不同性质矛盾的方法；</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">二是要“抓领先、补短板”。</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">我们要站在审视企业发展全局的角度，把我们自身发展中最突出的优势、最薄弱的短板找出来；</span><span style="max-width: 100%; font-family: 仿宋_GB2312; font-size: 21px; box-sizing: border-box !important;">三是要以“在状态”“新状态”适应和引领新常态，坚持把抓好党建作为最大政绩、把抓不好党建作为政治上的最大“不合格”。</span></p><p style="max-width: 100%; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="max-width: 100%; box-sizing: border-box !important;">立足成绩、对标要求、认清使命，提高党建工作质量，在工作中我们要遵循国企改革实际和自身建设的规律要求，一是以穿透式管理的方式对党建工作进行系统化的管理设计，用制度对党建工作体系进行定型，用科学方法保证党建工作体系落地，促进全面从严治党责任落实，促进党建工作与中心工作融合，促进党建工作价值创造能力的提升；二是通过内部各项制度建设和体制机制完善，实现党组织</span>“把方向、管大局、保落实”，党委“参与决策、带头执行、有效监督”，基层党支部“推动发展、服务群众、凝聚人心、促进和谐”，党员“不忘初心、牢记使命，立足本职、干事创业”；三是“必入于心”“务必于实”，让党的建设融入人中心，进入人心，坚持严字当头，敢字为先，落实主体责任和一岗双责；四是切实把党组织在改革中的政治优势、组织优势、群众工作优势，转化为我们的创新优势、发展优势和竞争优势。 </span></p><p style="max-width: 100%;
