font-size: 16px; box-sizing: border-box !important;">自2006年国家在主产区实行小麦最低收购价以来，全市粮食部门坚持以“维护种粮农民利益，增加农民收入，方便农民售粮”为原则，坚持依质论价、优质优价，不断创新、完善收购方式和服务质量，加强收购市场监管，在保障国家粮食安全的同时，也有效保护了全市种粮农民利益，促进了农民增产增收。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">2006-2018年底，全市粮食企业共收购小麦600亿斤(其中，最低收购价小麦360亿斤)，每年收购量占全省收购量的近九分之一，位于全省前列，既保证了市场有效供给，又为稳定全国粮食市场做出了商丘贡献。</span></p><p style="margin-right: 8px; margin-bottom: 15px; font-size: 16px; box-sizing: border-box !important;">一是先收后转、“打白条”问题。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">个别单位在小麦最低价收购启动前，提前收购小麦入仓，然后在来回倒车，骗取“一卡通”付款，有的不能及时支付售粮款，给农民打白条。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">二是加价收购，争抢粮源问题。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">小麦最低价收购启动后，有些单位为了早日入满仓，采取抬级抬价、加价、暗中补贴的方法抢夺粮源，违法国家粮食收购政策，扰乱市场收购秩序。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">三是只收大车、不收小车问题。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">有些单位为了入库方便，只收大车，不收小车，嫌小车收购速度慢、麻烦，造成农民“卖粮难”。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">四是收“人情粮”问题。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">有些库点不顾国家、单位利益，放宽标准收亲戚、朋友的不合格粮食，甚至个别人内外勾结从中收取好处费。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">五是票据填写不规范问题。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">有的水分、杂质、容重、不完善粒所填报的票据一重就是十几张，一看就是弄虚作假。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">还有个别粮食经纪人短斤少两、不及时兑付粮款等问题，直接损坏了农民利益，这些问题都值得我们认真反思，切实加以整改解决。</span></p><p style="margin-right: 8px; margin-bottom: 15px; margin-left: 8px; max-width: 100%; box-sizing: border-box !important;">(三)进一步完善便民服务措施。</strong>各收储库点要进一步规范和优化业务流程，提高机械化作业水平，增强服务意识，创新服务方式，提高服务质量，讲究服务效果，为农民售粮提供最优质的服务。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">在收粮过程中要提高工作效率，增加卸粮设施，多开过磅点、入仓点，缩短农民售粮排队等候时间。</span><span style="max-width: 100%; box-sizing: border-box !important;">(六)完善安全生产措施，加强仓储管理，保证入库新粮安全度夏度汛。</strong>小麦最低价收购工作任务重，时间集中、人员集中、车辆集中，各级粮食行政管理部门、各级各类粮食收储库点都要高度重视收购安全工作，落实安全防范责任制，确保人身、设施和粮食安全。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">要严格落实安全储粮责任制，强化粮食普查和粮情检查。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">2018年受第18号台风“温比亚”的影响，从8月17日至19日，我市出现大暴雨、局部特大暴雨天气，个别粮库不同程度受灾。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">我市目前已经进入主汛期，全市各级行政管理部门、各级各类收储企业都要切实提高警惕，认真吸取去年特大暴雨给储粮带来的教训，牢固树立防大汛、抗大汛思想，认真落实防汛度汛措施，备足备齐防汛物资，坚持24小时值班制度，建立完善的快速反应机制。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">要关注我市每天的天气预报，随时掌握天气变化情况，及时采取预警措施。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">对存在安全储粮隐患的，要早预防、早发现、早排除，确保粮食储存安全。</span></p><p style="margin-right: 8px; text-align: justify; line-height: 1.75em; box-sizing: border-box !important;"><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;"><strong style="max-width: 100%; box-sizing: border-box !important;">(一)加强市场监管，严格违规处罚。</strong>全市各级粮食管理部门要将保护种粮农民利益，落实国家强农惠农政策作为夏粮收购工作的出发点，将严格执行国家最低价收购政策，实现政府、农民、企业“三满意”作为工作的落脚点，把转变工作作风、提高服务水平、落实收购政策、维护农民利益贯穿夏粮收购工作始终，积极为各级粮食收储企业搞好服务，为广大售粮农民搞好服务。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">同时要切实履行粮食管理职责，加大监督、指导、服务和管理力度，监督各级粮食收储企业严格执行最低价收购政策。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">在今年的粮食收购中要严禁无故停收、限收、拒收，挫伤售粮农民积极性；</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">严禁压级压价、短斤少两或代扣各种费用，坑害售粮农民利益；</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">严禁擅自放宽质量标准、抬级抬价和随意降等降级收购，恶性竞争扰乱市场秩序。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">这里我要提醒大家，在今年的粮食收购中，一定要消除“抢”购意识和违规操作问题，正确处理好收购与保管、数量与质量、数量与效益的辨证关系，绝不能再犯像我刚才讲的以前存在问题一样，不顾国家政策和质量、价格标准，不计后果，造成收购秩序混乱，既损害农民利益，又损害国家利益。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">对此，今年必须加大整治和打击力度，努力创造一个公平竞争健康有序的粮食收购市场环境。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">各级粮食管理部门必须按照《粮食流通管理条例》和《粮食监督检查暂行办法》等规定，要以监督检查收储库点是否严格执行国家粮食收购政策和质价标准，是否有压级压价和抬级抬价现象，是否及时向售粮农民支付售粮款，是否先收后转，是否只收大车不收小车和收“人情粮”等为重点，加强对粮食收购活动的监督检查，确保售粮农民和收储企业利益不受侵害。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">凡出现有违规违例现象的，根据情节轻重，将作出以下处理：</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">一是在全市通报批评，暂停收购；</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">二是停止收购，限期整改；</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">三是检查发现或者群众举报，一经查实的，处1万元以上，20万元以下处罚；</span><span style="max-width: 100%; box-sizing: border-box !important;">(二)严明收购纪律，严格实行 “六停止”。</strong>根据国家、省关于今年最低收购价粮食收购政策规定，结合我市实际，在今年我市夏粮收购工作中要进一步严明工作纪律，严格实行“六停止”。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">“六停止”,即凡具有下列行为者，停止其收购资格：</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">1、按最低收购价收购的小麦水分超过13.5%的；</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">2、按最低价收购的小麦质价比不符的；</span><span style="max-width: 100%;
