box-sizing: border-box !important;">很多有点文字功底的人在初涉公文写作时往往不会有望而生畏的感觉，甚至还会有一种胸有成竹的“自信”。在他们看来，公文在形式上近似于文学作品，其布局谋篇、破题立论、遣词造句等并无二致。在行文过程中，他们往往会留下文学创作或者是学校学习作文的痕迹，凭着感觉谈古论今、旁征博引、信马由缰，写出的东西不可谓没有文采，不可谓没有观点，不可谓没有启发，但一拿到实践层面，大多属于无的放矢，缺乏针对性、指导性和可操作性。这类文章，通常是华而不实、“大”而“空”，有一种“放之四海而皆准”的味道，念着挺顺嘴儿，就是不解决事儿。出现这一问题的症结在于，作者对公文的特点还缺乏深刻的理解，对机关工作的实际情况缺少足够的认知。</span></section><section style="margin-right: 8px;
