letter-spacing: 0.544px; box-sizing: border-box !important;">2月3日，习近平总书记在中央政治局常委会会议上强调指出“在做好防控工作的同时，统筹抓好改革发展稳定各项工作”，省委、市委相继作出专门部署。望城区第一时间积极响应，在抓好疫情防控的同时，迅速支持和推动企业复工复产。我们的措施用三个字总结，就是</span><span style="max-width: 100%; letter-spacing: 0.544px; box-sizing: border-box !important;">针对企业防疫缺标准、缺物资的问题，第一时间制定行业防疫指南和企业防疫标准，并想尽千方百计为园区企业提供80余万只口罩以及精、消毒水等防疫物资，让企业放心开工。针对员工思想顾虑，第一时间组织企业员工进行核酸检测、实行中药预防，让员工吃下定心丸。针对员工返岗难、招工难问题，我们对返岗员工贴补260元/人，第一时间派车去接员工返岗，并与劳动力资源大县建立对接机制，派出14个小分队分赴各地上门招工，昨天一次性从娄底涟源招回320余人。针对企业防疫成本增加问题，我们按60元/人的标准进行补贴，虽然标准不高，但却代表了我们一份心意，正所谓礼轻仁义重。针对企业开工不足、成本增加、资金周转困难等问题，我们从减免税费、无费担保、贷款贴息、租金减免补贴等方面全方位给予支持。</span></p><p style="max-width: 100%; letter-spacing: 0.544px; box-sizing: border-box !important;">疫情之初，我们就精准调度，没有“一刀切”对春节期间一直未停工企业关停，而是积极帮助企业完善防疫措施，确保了保生活供应、保防疫物资企业有序、安全运行。准确判断疫情变化，我们第一时间果断引导企业复工复产。</span><span style="max-width: 100%; width: 556px; letter-spacing: 0.544px; box-sizing: border-box !important;">没有一个冬天不可逾越，没有一个春天不会来临。从疫情形势来看，全国除湖北以外的新增确诊人数17连降，湖南连续多天新增个位数，这说明疫情形势正在发生积极向好变化。从经济形势来看，尽管这场疫情对经济带来了冲击，但影响是阶段性、暂时性、局部性的，经济长期向好的趋势不会改变，正如习近平总书记讲的，中国经济是一片大海，大海有风平浪静之时，也有风狂雨骤之时，狂风骤雨可以掀翻小池塘，但不能掀翻大海。特别是当前，国家就“六稳”出台了系列措施，地方也陆续在出台相关政策。冰雪消融，春暖花开，万物复苏的春天已经到来，经济发展的春天已经到来。只要我们坚定信心，保持定力，在做好防疫措施的前提下，坚定不移抓好生产经营，就一定能够做到“两手抓、两不误”。</span></p><p style="max-width: 100%; letter-spacing: 0.544px; box-sizing: border-box !important;">意思是困境之中只要不放弃、不退缩，就会化险为夷、化危为机。这是一种辩证思维。我们要辩证看待这次疫情，提前谋划，主动出击。2003年“非典”就催生了很多新业态，这次必然也会带动快递、健康等产业的进一步发展，我们要善于敏锐捕捉这些新的商机。这次华为给望城比亚迪大幅增加订单，就是因为望城比亚迪比别人开工早、产能恢复快，这就是发生在我们身边化危为机的典型。疫情过后，固定资产投资肯定大幅增加，消费爆发性增长正在路上，这些机遇完全可以预期，这些市场蕴藏无限空间。只要我们坚定信心，抢抓机遇，快速行动，就一定能化危为机、赢得主动。</span></p><p style="max-width: 100%;
